تحية طيبة سيد مدوار بداية كيف تقيّم فترة ترأسك للرابطة الوطنية المحترفة لكرة القدم؟

شكرا و بدوري أرحب بكم عندنا في مقر الرابطة، فيما يخص الفترة التي كنت فيها رئيسا لثاني هيأة كروية في البلاد، فكانت مليئة بالمطبّات بدايةً من جوان 2018، أين كانت السلطة لدى النظام القديم و كانت الوضعية حرجة نوعا ما، حيث كنا نتلقى بعض القرارات من الداخلية و من مسؤولين في البلاد  كانوا لا يرغبون ان تتسب كرة القدم في انتفاضة الشعب، وكانت تجبرنا هذه الأوامر على اتخاذ قرارات فجائية، من خلال تأجيل بعض اللقاءات، و هو الأمر الذي كان يضر بالسير العادي للبرمجة، كما خلق لنا بعض المشاكل مع بعض الفرق و خاصة بعض الرؤساء الذين اتهموا الرابطة بتعمّد التأجيلات، لكننا في الحقيقة كنا نطبق أوامر من مسؤولين سامين في الدولة و بالوثائق بعدها جاء الحراك الشعبي، حينها مُنعت برمجة اللقاءات يومي الجمعة و الثلاثاء لدواعي أمنية، ما جعلنا نضطر لبرمجة مباريات البطولة يومي الأحد و الخميس، لتأتي بعد ذلك استقالة الرئيس السابق و أصبح الحكم لرئيس الدولة ثم جاءت الانتخابات و بعدها كورونا، كل الظروف لم تكن في صالحنا و لكن ما عسانا أن نفعل….

و ما علاقة كل هذا بكرة القدم ؟

وجب علينا التماشي و الظروف التي كانت تمر بها البلاد، فمثلا “الانتخابات” لديها قواعد و لا يمكنني برمجة مباريات بين مرحلة و مرحلة  و كل هذه الامور اثرت على البرمجة وقد تكون قد أثرت على الأندية أيضا، ليأتي بعض محللي القنوات التلفزيونية و بعض رؤساء الفرق يحمّلون المسؤولية للرابطة وحدها، و لا يعلمون أنها كانت مضطرة على إخلال البرمجة، و بعد انتخاب الرئيس الجديد، جاءت حكومة جديدة ثم حلّ وباء كورونا، ما أدّى إلى توقيف البطولة من شهر مارس و إلى غاية شهر أكتوبر فوقعنا في متاهات لم تقع فيها الجزائر من قبل.. و أذكِّر أن قرارات النظام السابق، الحراك الشعبي، الانتخابات و وباء كورونا كلها مطبّات عشتها خلال نصف عهدتي الاولمبية لمدة سنتين فقط، ضف إلى ذلك من له مشاكل شخصية مع أطراف معينة يأتي للوم الرابطة .

نفهم من كلامك أن الرابطة راحت ضحية الوضع السياسي و الاجتماعي للبلاد؟

طبعا.. الرابطة كانت ضحية الوضع السياسي و الاجتماعي و الامني و الصحي اضافة الى تأجيل الجمعية  العامة و التفويض الذي كان خاص بكل الرابطات الجهوية و الولائية، لكن الجميع نسوا كلّ شيء ليتحدثوا فقط عن تفويض الرابطة المحترفة و مع ذلك أنهينا العهدة و  خرجنا بقناعة عن تسييرنا كما تمكنا من إطلاق البطولة في موسمها الجديد و بصيغة وافق عليها رؤساء الأندية مع اتخاذ كل تدابير البروتوكول الصحي، و لم نترك الرابطة حتى في وقت كنّا نتعرّض فيه للضرب من هنا و من هناك، فضلا عن الضائقة المالية التي نمر بها فمنذ سنتين، حيث لم يدخل حساب الرابطة أي مبالغ  مالية حتى حقوق البث لم نحصل عليها.

بذكرك لحقوق البث التلفزيوني بعض الاندية تلومك لأنك لم تضغط على التلفزيون لتأتي بحقوق الاندية ؟

هناك مشكل في ميزانية التلفزيون و هناك ديون من سنة 2013 و لقد تم المصادقة عليها من قبل السلطات العليا و لم يبقى سوى إجراءات فقط ليتم ضخ الأموال في حساب الرابطة، و هنا أنا لست مسؤولا عن هذا التأخير و الرابطة ليس لديها أي يد في هذا و مع ذلك قدمنا تسبيقات مالية للأندية وصلت إلى نسبة 60 بالمائة و تمكنا من إنهاء العهدة في أمان، فضلا عن قيامنا بعدة إصلاحات على مستوى المقر الذي أعدنا تهيئته.

هل نجح مدوار في تجسيد أهدافه على رأس الرابطة ؟

مستحيل أن تحقق كل أهدافك في ظل ما عاشته البلاد من فترات صعبة، كون أن الرابطة تمثّل إحدى مؤسسات الدولة و هذا ما جعلها تتضرر من تلك الظروف.

ماهي الايجابيات  التي قدمها مدوار للرابطة ؟

من بين النقاط الإيجابية، هي أننا أعدنا تهيئة مقر الرابطة، حيث أصبح المقر يليق برابطة محترفة تمثّل اللعبة الأولى في المعمورة، كما تمكنا من تصفية عدة أمور، مع تحديد المهام و الصلاحيات داخل الرابطة، رغم نقص الإمكانيات، و لعلمكم فإن الرابطة تُدين المتعاملين بأكثر من 100 مليار سنتيم، و رغم كلّ هذا وقفنا إلى جانب الأندية التي منحناها تسبيقات مالية معتبرة، خاصة أندية المستويات الدنيا، إضافة إلى مساندة بعض الفرق و المدربين و اللاعبين الذين لديهم مشاكل مع الفيفا، حيث أن الرابطة قدّمت لهم أموال و الفاف دفعت عنهم بالعملة الصعبة، و أنا في نظري الخاص أقول لكِ بأننا استطعنا أن نغيِّر وجه الرابطة من حسَن إلى أحسن ..

لو نعود الى مباراة اتحاد العاصمة و مولودية الجزائر هل كنت ستعيد اللقاء ؟

هذه قصة من الماضي و لا أحب العودة كثيرا للتعليق عن هذه المباراة، فهذه الأمور بالنسبة لي، الرابطة قامت بما يجب ان تقوم به و الناس كذلك و حتى لجنة الطعون و كل هيئة قامت بدورها، فمثل هكذا قرارات معمول به في الفيفا و الكاف و في مباريات كبرى  مع أندية كبيرة في حين أن التاس اتخذت قرارات مخالفة..يكفي هذا لأن هذه الحادثة أصبحت من الماضي و نحن في موسم كروي جديد..

هل ندمت سيد مدوار على اتخاذكم مثل هكذا قرارات ؟

لماذا أندم، و لجنة الانضباط كانت هي من اتخذ القرار و لست أنا رئيسها و اللجنة مستقلة تطبق القوانين والحادثة جرت بحضور الجمهور و الحكام و المدربين و الفريق الخصم و القوانين واضحة.

هل اتخذ مدوار أي قرار ندم عليه خلال توليك رئيسا للرابطة ؟

لم اندم على اي قرار اتخذته في  التسيير او اي قرار اتخذناه كمكتب رابطة و كل القرارات كانت عن قناعة، كما أن ميزتي أنّي كنت رئيس نادي و اعرف خبايا كرة القدم و كيف يفكر الاشخاص .

تلعب البطولة بـ 38 جولة متى ستكون نهاية الموسم ؟

بالنسبة لنا برمجنا اللقاءات حتى الحولة 12 و ستكون نهاية مرحلة الذهاب بعد 19 جولة  يوم 21مارس، يعني في اقل من 4 أشهر وتتخللها مشاركة الأندية قاريا ذهابا و إيابا.

ستلعب المباريات خلال كل أيام الأسبوع ؟

طبعا سنلعب ايام الجمعة و السبت و الثلاثاء..

الا تتوقعون وقوع مشاكل مع الاندية التي تشارك قاريا ؟

عادي الريال والسيتي و الأندية الكبيرة في العالم تلعب كل ثلاث أيام، صحيح شهدنا احتجاجات من بعض الأندية في هذا الأمر، لكنهم يتكلمون ليتكلموا فقط، لأن الأمر عادي في الأندية المحترفة الكبيرة التي تلعب بمعدل 10 إلى 11 مباراة..

هم انتخبوا بأيديهم لدخول عالم الاحتراف و اليوم يبكون عند برمجة 6 مباريات في الشهر،   نحن نبرمج على الأقل في الأسبوعين مباراة إضافية، لكنهم يشتكون من التعب، في وقت يتقاضى اللاعبون أجورا ضخمة من أجل أن يلعبوا المباريات و هو موجود فقط من اجل كرة القدم و هذا أمر لا يضر الأندية لأننا نبرمج من أربعة إلى ستة مباريات خلال شهر، إلا أن الأندية لما تنهزم يتحجج  بالبرمجة.. كما أن الفرق لديها  27 لاعب و 24 لاعب  احتياطي في صنف أقل من 23 سنة و سنّهم  يسمح لهم باللعب مع الأكابر، إذن لا عذر لهم..

متى تكون نهاية الموسم ؟

بما ان مرحلة الذهاب ستكون شهر مارس اعتقد اننا سنتمكن  من انهاء الموسم نهاية شهر جويلية..بإذن الله

 

متى سنرى عودة الجماهير الى المدرجات ؟

حسب الحالة الصحية للبلاد…

هل ستنتظرون تسجيل صفر حالة ايجابية لإعلان عودة الأنصار للمدرجات ؟

القرار لا يعود للرابطة، لكننا سنقدم اقتراحات للاتحادية و بدورها تقدم تقريرها للوزارة الوصية التي تستشير اللجنة الطبية الوطنية في الأيام القادمة و يمكن أن تكون عودة الأنصار خلال مرحلة العودة من البطولة.

منع المصورين من دخول أرضية الملعب شكل سخط كبيرا لدى الإعلاميين ماعلاقتك بالموضوع ؟

للآسف الجميع اتهمني و حمّلني المسؤولية رغم أن القرار ليس قراري، هناك لجنة فيدرالية تم تأسيسها و الرابطة عضو فيها.. اللجنة قامت بوضع بروتوكول صحي حسب  قواعد الفيفا و الكاف، و يحمل هذا البروتوكول بندا يمنع دخول المصورين إلى أرضية الملاعب، مثلما مُنعت أيضا الندوات الصحفية و المناطق المختلطة، و أطرح سؤال في هذا الأمر، لماذا لم يحتج هؤلاء خلال مباريات الكاف و البطولة الإفريقية للأندية التي لُعبت في الجزائر أم أنهم يتطاولون فقط على الهيئات المحلية..فكل المباريات في العالم  تلعب دون دخول المصورين إلى أرضية الملاعب، لكن المصورين الجزائريين جرّموني و كأنني أنا من وضع اللوائح و الرابطة ليس لها أي دخل في هذا الامر فقط تقف على تطبيق البرتوكول الصحي مثلما  تقف مع الاندية و اعتقد انه سوء تفاهم..

هل يفكر مدوار في الترشح لعهدة أخرى؟

لم  افصل بعد يجب، فأنا لا أدري جيدا الوضعية التي ستكون عليها البلاد لاتخاذ أي قرار قد أتراجع عنه، لذا سأنتظر إلى غاية آخر أسبوع قبل الانتخابات التي ستكون في 15 فيفري القادم لإعلان قراري و هذا طبعا حسب الأجواء التي ستكون سائدة حينها.

ماهي الامور التي قد تشجعك للترشح او العكس ؟

لا اعتقد ان العهدة القادمة ستشهد الظروف الصعبة التي شهدتها البلاد سابقا و عاشتها الرابطة، و أظن أن العهدة القادمة ستكون فيها أريحية من ناحية التسيير و من الناحية المالية و عليه  لن اترشح قبل الوقت الذي أراه مناسبا يجب أن تكون الظروف مهيأة  وواضحة بالنسبة لي.

ماذا تقصد بالظروف المواتية؟

 

أي أنني لن أترشح في ثوب الخاسر، فأنا إذا أودعت ملفي فيجب أن أكون متأكدا من أنني سأفوز بعهدة أخرى، يعني أنني لن أترشح من اجل أن الترشح..لذا سأحسبها جيدا..

أليست لديك طموح اكبر ؟

ترأست الرابطة في وضعية صعبة و صعبة جدا و لهذا اريد ان اكون في ظروف افضل غير التي مررت بها  اتكلم على رابطة و ليس أي شيء آخر

بصراحة ألا تفكر في الترشح لرئاسة الفاف ؟

لا.. لم و لن أفكر في رئاسة الاتحادية..

كيف تفسر خلافك مع رؤساء الاندية ؟

هل لديك مشاكل شخصية معه ؟

لا أبدا.. لا توجد أي مشاكل شخصية معه، فهو يدافع عن ناديه و انا اقوم بواجبي على رأس الرابطة و كل المشاكل تتعلق بأمور مهنية لا أكثر و لا أقل، و فيما يخص لجنة الانضباط، فأعيد و أكرر هي لجنة مستقلة في قراراتها و ليس لديّ دخل فيها..

هل لديك مشاكل مع رؤساء أندية آخرين ؟

ليس لدي أي مشاكل شخصية مع أي طرف، هم يقولون بأن لديهم مشاكل لأنهم لا يرضون بالبرمجة أو قرارات لجنة الانضباط، لكن الكل يرى مدوار هو السبب رغم أن الرابطة  فيها  20 موظفا و كل له مهامه و صلاحياته.

لكنك انت المسؤول الاول ؟

أنا المسؤول الأول عن الرابطة صحيح، لكن كلّ الموظفين و اللجان تقوم بمسؤولياتها طبقا لقوانين واضحة ليس مدوار من أصدرها…
